This song was originally known as "Papa Lapped a Pap Lopped", until the release of the R+RII DVD when the title was changed to "Paparapa Paparapa". I can't say for sure, but I suspect the reason was that, like the pseudo-English in Vanilla, the title wasn't intended to have a meaning in English, but evoke a certain sound to the Japanese. A non-English speaking Japanese person trying to pronounce "Papa Lapped a Pap Lopped" would come up with something very much like "Paparapa Paparapa". Unfortunately a joke explanation devised by a confused English fan using some obscure and questionable definitions began to be circulated in all seriousness, and I wouldn't be surprised if GACKT decided to change it after receiving emails asking him about this.
Just for the record, I believe the "paparapa paparapa" in question is the trumpet riff at the beginning of the song.
